Power Pages licensing is based on the usage of your website. You can choose whether to be billed for capacity by purchasing subscription packs that support the maximum number of website users per month. Alternatively, you can opt for pay-as-you-go billing, which allows you to pay for actual website usage every month.
Comparing Subscription Packs and PAYG
By default, Power Pages is billed by monthly usage capacity, which offers the lowest unit price. This subscription provides the advantage of predictable billing, which is typically paid upfront in advance.
A subscription requires you to purchase sufficient capacity to accommodate the maximum number of authenticated users in any given month.
However, because unused monthly capacity does not roll over, this type of billing might not be cost-effective if your website usage is expected to fluctuate significantly. Whether due to seasonality, short-term campaigns or other factors that drive spikes in web usage, pay-as-you-go billing may prove more cost-effective. In these situations, your organisation’s Azure subscription will include billing for Power Pages usage.
Although you can choose between a Power Pages capacity subscription and pay-as-you-go billing, these can’t be used together in the same environment.
Power Pages User Meters
For both subscriptions and pay-as-you-go billing, two types of website users are metered.
Authenticated Users
Authenticated users are calculated as unique site users who log in during a calendar month through an authentication provider. If someone logs in several times during the month, they will only be counted once using the ID of the related contact record.
For Power Pages subscription licences, authenticated user capacity pages can be added in multiples of 100 users per month/site. If your website is expected to attract 10,000 or more authenticated users per month, reduced pack pricing is available.
With PAYG, your Azure subscription will be billed for the exact number of authenticated website users in the most recent month.
Anonymous Users
This licence covers users who access a Power Pages website without logging in, but some exceptions apply, including:
- Accessing a website in trial or private mode.
- Accessing sign-in, registration and error response pages.
- Bot or crawler access.
Since Microsoft doesn’t count sign-up and log-in pages when calculating anonymous users, it may be possible to be compliant with Power Pages licensing without purchasing anonymous user capacity. However, except for 404 error pages, this would require all web content to be restricted to authenticated users.
The minimum subscription pack is for up to 500 anonymous site users each month. A price break applies when purchasing capacity for a minimum of 10,000 anonymous users per month.
On a pay-as-you-go basis, when anonymous users are detected, these are billed to an Azure subscription at a flat monthly rate.
Power Pages Usage Rights with Dynamics 365 Licences
To create and manage websites, internal users must have the appropriate entitlement for Power Pages. By default, this is included with Dynamics 365 Enterprise and Premium licences, providing use rights to unlimited Power Pages websites within the same environment.
These use rights don’t alter Microsoft’s rules on restricted tables. For instance, if you want to manage a website that uses cases, a Dynamics 365 Customer Service Enterprise licence is needed because ‘cases’ is a restricted table.
Dynamics 365 Professional or Team Member licences don’t include Power Pages use rights.
Additional Storage Capacity
Power Pages licences also accrue additional Dataverse storage capacity, as follows:
- Each authenticated user capacity pack subscription receives 2 GB database capacity, 16 GB file capacity and 1 GB log capacity accrued to the tenant.
- For each anonymous user capacity pack, 0.5 GB database capacity and 4 GB file capacity will accrue to your tenant.
- Environments configured for pay-as-you-go billing receive a one-time entitlement of 1 GB of Dataverse database capacity and 1 GB of file storage capacity.
